Here's how the process works, and the steps you must go through.
A User is defined as one personalized email address (you@yourcompany). It is best practice to give each person in your company their own login & password, then grant access to email, documents and services as required and provides you with visible accountability.
Group email aliases such as sales@yourcompany and support@yourcompany are included in pricing and don’t count as additional users.
Get started with Google Workspace by first registering your Non Profit with Connecting Up. Once done and you have a validation code you can then proceed on to sign up for Google Workspace and proceed on a 30 day trial.
Once you have those two parts sign in to Google Nonprofits with your new Google Workspace account and request that your Google Workspace billing be transferred to Google NFP Account.
The pricing is different, and yes the structure of the functionality is also a little different. However on the lowest NFP plan you get access to Shared Drives ($202/year on a Business plan) so in many ways you get more for less.
